Out of House Programs
An Out-of-House program is a program produced without using MCM facilities. Playback is scheduled by MCM's Traffic Department. Out-of-House playbacks have a lower priority than locally-produced programs. There are no out-of-house "series" (titles with ongoing guaranteed playbacks for multiple programs) on MCM.

Sponsor Information
  • Must be a resident in the City of Milwaukee.
  • The sponsor is required to take out a membership and attend MATA's Orientation and Producer's classes - this is to ensure they understand the responsibilities th which they are agreeing.
  • The sponsor will sign a "Statement of Compliance" saying they accept responsibility for the content of the program. (This is required for in-house producers as well).
Tape Information
  • The tape must be a DVCPro large-shell cassette. The case must include the producer's name and the program title. The timecode must be continuous throughout the program.
  • The opening slate should run for the first 30 seconds of the tape (over black or color bars) and include the producer's name, program title, production date and name of the sponsor. Audio should be 1KHz 0DB tone during the slate.
  • The opening slate should be followed by 30 seconds of black and no audio.
  • The maximum length of a program is 58 minutes.
  • There should be only one program on a tape.
  • Active video must be between 7.5 and 100 IRE. Chroma must not exceed 80%. Sync and blanking must conform to industry standard RS170A. The tape should not include physical splices. The tape should not include more than 5 dropouts per minute. The tape should have time base stability good enough to pass through MCM processing and TBC equipment.
  • The following must appear in the closing credits: "This program was provided for cablecast by resident name"
  • Have, at the end of the program, after all other credits: "Presented Through the Facilities of MATA Community Media"
  • There should be 30 seconds of black after the credits.
Procedure Information
  • Each program must be turned in with a Playback Request Form.
  • Either the sponsor or the producer may drop off the tape. They may be picked up at any time after they're done playing (24 hour notice is appreciated). MCM will hold them for two months. Tapes that haven't been claimed after two months become property of MCM and will be erased and recycled.
  • Sponsors do need to renew their membership annually, but they do not need to attend classes again (assuming no problems arise).
